1.HISTORICAL COMMISSION - 2017-LD-11 : 706 West Montgomery Avenue, Bryn Mawr – Bedford Hall, Harcum College – Class 2
Consider for recommendation to the Board of Commissioners the construction of a garden memorial wall in the front yard of a former residence, now Bedford Hall. The memorial would be oval-shaped with a stone sitting wall, 24” high, with bluestone cap.

2.HISTORICAL COMMISSION - 2017-LD-13 : 6/18 Lancaster Avenue, Wynnewood – Palmer – Class 1
Consider for recommendation to the Board of Commissioners the construction of a 4-story apartment structure with 22 units over an underground parking area located on the western part of the property. The historic resources on the property include a 110-unit apartment building and a chapel that has been converted into a medical office building.

3.HISTORICAL COMMISSION - 2017-R-14 : 40 West Montgomery Avenue, Ardmore – Former Suburban Square Strawbridge & Clothier Store – Class 2
Consider for recommendation to the Board of Commissioners modifications to the 1930 retail building, including replacement of all windows (including storefront and upper story metal sash windows), installation of metal canopies above the ground floor, and installation of tenant signage and banners in various locations, including the parapets on the south and east elevations.

4.PROPOSED ORDINANCE - LANDSCAPE MAINTENANCE GUARANTY

Consider for recommendation to the Board of Commissioners authorizing the Township Secretary to advertise notice of intent to adopt an ordinance on July 19, 2017 to amend the Code of the Township of Lower Merion, Chapter 101, Natural Features Conservation, §101-11,  Site Maintenance and Guaranty, To provide that landscape improvements required for commercial, institutional, townhouse and/or multi-family residential subdivisions and land developments shall be perpetually maintained and guaranteed by a covenant running with the land; To provide that landscape improvements required for all other projects must be guaranteed for a period of eighteen months; To provide for inspection of landscape improvements by the Township Arborist; and To provide minimum fines and penalties for the failure to replace landscape materials as required by the Township Arborist.

5.PROPOSED ORDINANCE - MUST

Consider for recommendation to the Board of Commissioners authorizing the Township Secretary to advertise notice of intent to adopt an ordinance and hold a public hearing on July 19, 2017 to amend the Code of the Township of Lower Merion, Chapter 155, entitled Zoning, To amend Article II, Definitions, § 155-4.B Terms Defined, by adding a new definition for personal service shop; and to amend Article XVIIB, Mixed-Use Special Transportation District (MUST), §155-87.20.C. by clarifying the applicability of standards to new, existing, or expanded buildings, and to amend Article XVIIB, MUST, §155-87.21.B., Use Regulations by removing dance, music, personal fitness training and art studios from the list of uses requiring a 300 feet separation; and to amend Article XVIIB, MUST, §155-87.21.C. Use Regulations, by removing personal service shop as a use permitted anywhere by-right in the MUST District; and to add a new subsection D to permit dance, music, personal fitness training and art studios and personal service shop uses in the MUST District provided a 100 feet separation is provided between similar ground floor uses fronting on Lancaster Avenue; and to amend  §155-87.23 Parking & Loading Requirements by amending §155-87.23.E. Off-site Parking to clarify off-site parking requirements, and to limit the designation of off-site public parking spaces to 10 spaces for mixed-use buildings only and to amend Section §155-87.23.F. On-Street Parking, to no longer allow new buildings to count on-street parking spaces toward their required parking; and to amend Article XVIIA, Ardmore Special Development District, §155-87.10 Parking, by amending Section §155-87.10.B. to no longer allow new buildings to count off-site public parking spaces toward their required parking, and to limit the designation of off-site public parking spaces to 10 spaces for mixed-use buildings only.

6.PROPOSED ORDINANCE - MAINTENANCE BONDS

Consider for recommendation to the Board of Commissioners authorizing the Township Secretary to advertise notice of intent to adopt an ordinance and hold a public hearing on July 19, 2017 to amend the Code of the Township of Lower Merion, Chapter 135, Subdivision & Land Development Code, §135-48, Article VIII, Conditions for Acceptance of Public Improvements, to provide that the Township may require a Maintenance Bond or other security for a period of 18 months and in the amount of not more than 15% of the completion guarantee for a street or other improvement project at the time dedication of the project is accepted.

7.APPOINTMENT TO THE HISTORICAL COMMISSION

Consider for recommendation to the Board of Commissioners the following appointments to the Historical Commission:

 

  • Reappointing Karen Nagel retroactively to another five year term with such term to expire April 2022. 
  • Appointing Jason Lewis (current alternate member) to a full member for a new five year term with such term to expire June 2022.

9.FOR DISCUSSION - PROPOSED HISTORIC RESOURCE OVERLAY DISTRICT - TIME PERMITTING

The first ordinance proposes to amend the Code of the Township of Lower Merion, Chapter A180, Historic Resource Inventory, to modify listed addresses to improve consistency with the Township’s official address listing, to upgrade certain properties from Class 2 to Class 1, to assign new ID numbers to designated resources that have been subdivided or otherwise altered due to subdivision or land development, to remove duplicate listings and to remove buildings that have been demolished. The second ordinance proposes to add 335 Righters Ferry Road to the Inventory as a Class 2 resource.
