1.PROPOSED ORDINANCE - NOISE

Consider for recommendation to the Board of Commissioners authorizing the Township Secretary to advertise notice of intent to hold a public hearing and adopt an ordinance on June 21, 2017 to amend the Code of the Township of Lower Merion, Chapter 105 thereof, entitled Noise and Exterior Lighting, by deleting existing noise regulations in Article I and II in their entirety and creating a new set of noise standards.

3.TENTATIVE SKETCH OPEN SPACE PRESERVATION PLAN - 660 Williamson Road, Bryn Mawr, SD# 3785, Ward 10

Consider for recommendation to the Board of Commissioners a proposal to subdivide the 13.3-acre property into four lots, retain the existing home and construct three new single family detached homes accessed via the existing driveway. The plan preserves 8 acres as preservation area and incorporates a land swap with an adjacent Township property at 700 Black Rock Road.

Consider for recommendation to the Board of Commissioners a proposal to demolish all structures on the subject properties, consolidate all lots and construct a five-story residential building containing 74 apartments and 63 on-site parking spaces and 11 on-street parking spaces.

Consider for recommendation to the Board of Commissioners a Tentative Sketch Plan prepared by Bohler Engineering, dated November 30, 2016, last revised April 20, 2017 showing the consolidation of four parcels and the construction of a five-story mixed-use building with a 27,268 square foot footprint, containing 32,000 square feet of retail space on two levels and 35 apartments.

Consider for recommendation to the Board of Commissioners a Tentative Sketch Plan prepared by Bohler Engineering dated January 27, 2017, last revised April 12, 2017 showing the demolition of five buildings located at 119, 121, 123, 125 & 127 Coulter Avenue and a retail building (Urban Outfitters) located at 75 St. James Place, subdivision of 14,113 square feet from 75 St. James Place and consolidation with the existing five properties to create a 73,811-square foot (1.69 acre) property and construction of a new six-story mixed-use building with a 58,795-square foot footprint, containing 19,311 square feet of retail space and 158 apartments. The proposal shows two levels of underground parking and one level of at-grade parking located behind the proposed retail space, all of which will be accessed from an existing interior driveway off Coulter Avenue. The following conditions shall be complied with on the Preliminary Plan.

Consider for recommendation to the Board of Commissioners a proposal to demolish the existing house and subdivide the 12,530-square foot lot into two lots. The plan shows the construction of two, two-family semi-detached dwellings on each lot served by a common driveway from Montgomery Avenue.

Consider for recommendation to the Board of Commissioners a request for a waiver from Subdivision and Land Development Code Section 135-35 to create a lot the depth of which is more than 2.5 times its width. The lot will be created by consolidating two adjoining lots owned by the same entity.

Consider for recommendation to the Board of Commissioners a request for various exterior modifications to the 1915 residence, including removal of two columns and balcony railing from a porch, modifying site walls, a new rear addition with façade materials to match existing, and replacement-in-kind of a wall on the north elevation.

Consider for recommendation to the Board of Commissioners a request to repaint an existing hanging sign, repaint the façade and trim, and install new fabric on existing awning hardware.

11.FOR INFORMATION - Proposed Historic Resource Overlay District Ordinances

The attached ordinances will be brought forward in June  for consideration. The first ordinance proposes to amend the Code of the Township of Lower Merion, Chapter A180, Historic Resource Inventory, to modify listed addresses to improve consistency with the Township’s official address listing, to upgrade certain properties from Class 2 to Class 1, to assign new ID numbers to designated resources that have been subdivided or otherwise altered due to subdivision or land development, to remove duplicate listings and to remove buildings that have been demolished. The second ordinance proposes to add 335 Righters Ferry Road to the Inventory as a Class 2 resource.
