Consider for recommendation to the Board of Commissioners approval of a Conditional Use application. The Plan dated September 13, 2019, last revised November 15, 2019 prepared by Chester Valley Engineers, Inc, shows the construction of a 4,865 sq. ft. classroom addition, 29 surface parking spaces, a pedestrian bridge over the biofilters in the east parking lot, paved pedestrian areas and installation of stormwater management system improvements. The plan also shows the creation of a 144 space reserve parking lot. 

The applicant seeks Conditional Use to hold in reserve 124 parking spaces. The applicant also seeks approval to not install the stormwater management required for the 124 parking spaces until such time that the spaces are installed.
