ITEM:  AMENDMENT TO A WAIVER OF LAND DEVELOPMENT PLAN - 742 Argyle Road, Torah Academy, Wynnewood, Ward 8

Consider for recommendation to the Board of Commissioners approval of an Amendment to an approved Waiver of Land Development Plan. The Plan, prepared by Terraform Engineering, LLC dated October 11, 2016, last revised September 11, 2019 shows the following:

 

A. The installation of a cooling tower at grade adjacent to the existing generator to replace the originally shown roof mounted unit;

 

B. Construction of a 16’-8” tall masonry wall to screen the new cooling tower;

 

C. Relocation of one building mounted light fixture on the new 16’-8” tall masonry screen wall instead of behind the screen wall;

 

D. Re-instating the 16-reserve parking spaces as shown on the approved plan;

 

E. Relocation of the six foot tall estate fence to be closer to the right-of-way along Argyle Road, approximately four feet within the property line and inside the line of existing trees;

 

F. Removal of the two existing concrete walks leading from the school to Argyle Road; and

 

G. Removal of one three foot tall fence gate to the property from Argyle Road.

Staff recommends approval subject to the following conditions: 

 

1.     The final fence location shall be field located with the Township Arborist to minimize impacts to existing mature trees along Argyle Road. The locations of all existing trees shall be shown on the fence location plan.

 

2.     The portion of the fence along W. Wynnewood Road shall be relocated to extend off of the corner of the building so that it intersects with the portion of the fence on Argyle Road at a right angle.

 

3.     The brick screen shall include patterned recessed openings using the historic elements of the school building as precedent in a pattern compatible with the building’s existing fenestration openings to break down the mass of the two-sided wall.
