ITEM:  SECOND STAGE PLAN - 1306 Waverly Road, Gladwyne, Fenimore, Ward 2, SD# 3433L#21C

Consider for recommendation to the Board of Commissioners approval of a Second Stage Plan. The Plan dated January 12, 2018 prepared by Momenee, Inc. shows the construction of a new single family detached dwelling with a 4,355-sq. ft. footprint, a detached garage, a pool and the extension of an existing common driveway off Waverly Road

The following conditions shall be complied with prior to the issuance of any permits by means of plan revision, completion or financial guarantee, unless specifically exempted.On Monday, March 5, 2018 the Planning Commission recommended approval subject to the following conditions:

 

Township Engineer’s Review:

 

1.     The Township Engineer’s review letter dated February 23, 2018 shall be incorporated by reference into these conditions of approval to the extent the same is not inconsistent with these conditions of approval.

 

Architectural Elevations:

 

2.     The proposed house shall be constructed substantially as shown in the architectural elevations prepared by McIntyre Capron & Associates, P.C., dated February 15, 2018 with regard to mass, scale and materials and subject to any changes required by these conditions.

 

3.     The detached garage shall be constructed with similar materials as the proposed home.

 

4.     The applicant shall consider the following changes to the proposed home:

  • Increasing the size of the third story dormers along the front elevation to maintain an appropriate scale with the rest of the structure.
  • Adding additional third floor dormers along the rear façade and providing windows in the rear elevation of the garage.
  • Removal of the third garage bay.

 

Hemlock Hedgerow Easement & Preservation Area:

 

5.     In consultation with the Township Arborist, the detached garage shall be shifted an adequate distance from the Hemlock Hedgerow Easement to minimize and/or eliminate impacts to the hemlock trees.

 

6.    The applicant shall install temporary cyclone fencing to delineate the Preservation and Hemlock Hedgerow Easement areas.

 

7.     The distance between the pool and the Preservation Area boundary lines shall be shown on the plan. The distance of the patio, drive and structure to the Preservation Area shall be shown. Adequate distance for construction shall be provided.

 

Landscaping:

 

8.     Any landscaping shown on the approved landscape plan on this lot shall be shown on the plan.

 

9.     The plans shall be revised to include a Township standard tree protection detail. Post spacing and fence material shall be consistent with Township standards.

 

Stormwater Management:

 

10.  Inlet protection shall be provided for all existing inlets downgrade of the earth disturbance and for all proposed inlets until final stabilization of the site is achieved. Inlet protection shall be shown for existing Inlet No. 41.

 

11.  All inlets in non-paved areas shall be graded in a twelve (12”) inch sump condition to increase the efficiency of runoff collection. This shall include the temporary grading condition. Spot elevations shall be added to the plan to clarify grading.

 

12.  Metes and bounds for the sanitary sewer easements shall be included on the plan for reference. 

 

13.  Invert, rim and grate elevations for existing sanitary manhole No. 23 shall be included on the plan.

 

Utilities:

 

14.  All proposed utilities shall be shown from the structure to the mains.

 

Construction Details:

 

15.  The installation of the construction entrance shall be coordinated with the installation of the proposed utilities in the area of the entrance.

 

Standard Plan Items:

 

16.  A separate building permit shall be obtained for the proposed pool. The pool, equipment, and enclosure shall comply with the 2009 IRC, Appendix G. The pool equipment shall be shown on the plan.

 

17.  The northern property line shall be shown with metes and bounds.

 

18.  The PA One Call serial number on the plan shall be updated.

 

19.  The length of the common driveway at the cartway shall be dimensioned on the plan for reference.

 

20.  The material of the proposed walk and patios shall be included on the plan.

 

21.  The cartway width for Waverly Road shall be included on the plan for reference.

 

Standard Conditions of Approval:

 

22.  Revisions to the plan shall address the Township Engineer’s February 23, 2018 review letter.

 

23.  A copy of the revised plan shall be submitted with any changes highlighted. A letter shall also be provided with the revised plan indicating how each requested revision has been addressed in the re-submission.

 

24.  The proposed home shall have an approved address number placed in a position that is plainly legible and visible from the street fronting on the property. The address numbers shall be a minimum of four (4) inches (102mm) high with a minimum stroke width of 0.5 inch (12.7mm).

 

25.  The owner shall make payment of fees and expenses of the Township’s professional consultants who perform services on behalf of the Township with respect to these plans and the work contemplated thereunder and will establish and maintain with the Township those escrows for the payment of such fees required by Township Code. Owner agrees that any statement from the Township for such fees which remain unpaid for a period of 30 days may be recorded against the property as a municipal lien.

 

26.  The owner shall make payment of the Township Engineer’s inspection fees within 30 days of presentation. A penalty of 1.5% per month will be due for late payments from the date of presentation. If any shares are not paid within 60 days of presentation, the Township may elect to suspend any outstanding permits until all pending charges are settled.

 

27.  The property owner(s) shall comply with all applicable federal, state, county local and Lower Merion Township ordinances and laws regardless of specific mention herein.
