3.TENTATIVE SKETCH PLAN - 104, 108, 114 & 120 W. Lancaster Avenue, Ardmore, LD# 3780, Ward 4

Consider for recommendation to the Board of Commissioners a Tentative Sketch Plan prepared by Bohler Engineering, dated November 30, 2016, last revised February 17, 2017 showing the consolidation of four parcels and the construction of a five-story mixed-use building with a 27,268 square foot footprint, containing 35,000 square feet of retail space on two levels and 35 apartments.

4.PRELIMINARY LAND DEVELOPMENT PLAN - 6 Lancaster Avenue, The Palmer, Wynnewood, LD# 3768, Ward 7

Consider for recommendation to the Board of Commissioners a Preliminary Land Development Plan to construct a four-story, 22-unit apartment building with a 12,520 square foot footprint. Parking for the units is located beneath the building at grade and in a surface parking lot behind the building.

5.HISTORICAL COMMISSION - 330 Gypsy Lane – Class 2 – 2016-R-25

Consider for recommendation to the Board of Commissioners various building and site modifications. The application, which came to the Historical Commission and was tabled four times previously, proposes to:

 

1)      Remove previous unapproved modifications, including replacing brick veneer on the dormers of the rear elevation and garage, the side of a shed dormer, and the side wall of the garage with lapped siding;

 

2)   Rebuild roof parapets on two rear projecting bays;

 

3)   Remove a rear bluestone patio and other impervious surfaces;

 

4)   Convert the circular front driveway to a gravel path for pedestrian use only;

 

5)  Construct a replacement to the current rear patio pergola in a more sympathetic architectural style;

 

6)   Proceed with the completion of a partially constructed addition on the rear of the ca. 2004 attached garage.

8.CERTIFICATE OF APPROPRIATENESS - 25 Rittenhouse Place, Ardmore, Ardmore Historic District

 

Consider for recommendation to the Board of Commissioners a Certificate of Appropriateness to replace a greenhouse-type storefront window with rounded transoms with a more traditional storefront window. Work will include stucco repair and replacing the door to the retail space with details to be determined. The air conditioning unit in the transom area above the doorway will be replaced with a window. THE HARB RECOMMENDATION WILL BE PROVIDED ON THE FINAL AGENDA.

9.PROPOSED ORDINANCE - CITY AVENUE DISTRICT

Consider for recommendation to the Board of Commissioners authorizing the Township Secretary to advertise notice of intent to adopt an ordinance and hold a public hearing on April 19, 2017 to amend the Code of the Township of Lower Merion, Chapter 135, entitled Subdivision and Land Development, Article V, General Standards, §135-41.4. Greening Standards by adding the City Avenue District to Table 1, Required Greening Standards; and to amend Chapter 155, entitled Zoning, Article XXXV, City Avenue District, §155-217, City Avenue District: Regional Center Area, §155-217c(5), to clarify the Lot Width requirements; and to amend §155-217c(6) Impervious Surface to provide that if the height of a new mixed-use building or any new building on a lot with a multiple-use development is 20% lower than the maximum height permitted, the following improvements will not be counted as impervious surface: improvements constructed within the right-of-way for new streets required under §155-217c(5); public gathering space authorized under §155-217e(1); and public, multipurpose paths authorized under §155-217e(9); and to establish that in no event the impervious surface exceed 85% of the net lot area.

10.PROPOSED ORDINANCE - LANDSCAPE MAINTENANCE GUARANTY

Consider for recommendation to the Board of Commissioners authorizing the Township Secretary to advertise notice of intent to adopt an ordinance and hold a public hearing on April 19, 2017 to amend the Code of the Township of Lower Merion, Chapter 101, Natural Features Conservation, §101-11,  Site Maintenance and Guaranty, To provide that landscape improvements required for commercial, institutional, townhouse and/or multi-family residential subdivisions and land developments shall be perpetually maintained and guaranteed by a covenant running with the land; To provide that landscape improvements required for all other projects must be guaranteed for a period of eighteen months; To provide for inspection of landscape improvements by the Township Arborist; and To provide minimum fines and penalties for the failure to replace landscape materials as required by the Township Arborist.
